Machinist/Planner
ITL Solutions is a fast-growing AS9100D/ISO 9001:2015 certified Defense Contractor who supports our customers in the Maritime and Chemical, Biological, Radiological and Nuclear (CBRN) sectors. We are looking for a motivated Machinist/Planner to support our US Military and Federal Government Customers.
The Machinist/Planner is responsible for developing accurate and executable cost proposals for manufacturing, engineering, ship repair, and defense-related opportunities. This role serves as a critical link between engineering, operations, quality, supply chain, and program management to ensure technical requirements, production capabilities, quality standards, and contractual obligations are fully understood during the estimating process.
The ideal candidate is technically minded, detail-oriented, and capable of analyzing complex manufacturing and repair requirements while supporting both commercial and government customers. This position is intended to grow into a senior technical estimating and proposal leadership role within the organization.

Key Responsibilities
- Review RFQs, drawings, technical data packages, specifications, statements of work, and customer requirements to determine project scope and estimating strategy
- Develop detailed estimates for material, labor, outside processing, freight, packaging, testing, inspection, and risk
- Serve as the primary estimating point of contact for ship repair and modernization packages, including review of waterfront work specifications, subcontracted services, labor impacts, production sequencing, schedule considerations, and technical execution risks
- Coordinate with suppliers, subcontractors, engineering, production, and quality personnel to obtain accurate technical and pricing information
- Analyze manufacturability, fabrication methods, machining requirements, additive manufacturing opportunities, assembly processes, and production constraints
- Support proposal preparation for government, defense, maritime, and commercial customers
- Review and understand applicable FAR/DFARS clauses, contractual flow-down requirements, military specifications, and compliance requirements associated with federal contracting opportunities
- Support development of pricing strategies while identifying technical, schedule, and contractual risks
- Maintain estimating records, proposal documentation, and quote tracking within ERP/ODOO systems
- Assist in development and continuous improvement of estimating tools, costing models, and proposal processes
- Participate in technical discussions with customers, suppliers, shipyards, and program stakeholders as required
Quality & Technical Expectations
- Maintain a strong understanding of quality assurance principles, inspection requirements, traceability standards, and documentation requirements associated with manufacturing and defense contracting
- Support compliance with company quality systems, customer specifications, MIL-SPEC requirements, and ISO/AS quality standards
- Understand additive manufacturing technologies and their application within production and repair environments
- Ensure estimates appropriately account for inspection requirements, testing, certifications, packaging, preservation, and quality-related deliverables
Desired Skills & Qualifications
- Strong analytical, organizational, and problem-solving skills
- Ability to interpret engineering drawings, technical specifications, and bills of material
- Understanding of manufacturing, fabrication, machining, repair, and industrial production processes
- Familiarity with government contracting, FAR/DFARS clauses, and defense procurement practices preferred
- Exposure to ship repair, maritime, naval, or waterfront operations preferred
- Experience with additive manufacturing processes is a plus
- Strong communication skills with the ability to coordinate across multiple departments and external partners
- Proficiency with Microsoft Excel and ERP systems; ODOO experience preferred
- Ability to manage multiple deadlines and priorities in a fast-paced environment
- Ability to handle CUI, NOFORN, ITAR, and EAR documentation
Preferred Background
- 5+ years Experience in manufacturing, estimating, engineering support, ship repair, defense contracting, or industrial operations
- Bachelor’s degree in a technical, engineering, manufacturing, or business-related field preferred; equivalent experience considered
